2009 Professional League Registration Periods

The dates below apply for ALL professional and amateur players registering for professional league clubs in season 2009.

Men's Victorian Premier League (VPL)

First Registration Period
Opens: Monday, 5th January 2009
Closes: Friday, 20th February, 5.00pm

Mid - Season Registration Period
Opens: Wednesday, 20th May 2009
Closes: Wednesday, 10th June 2009, 5.00pm

Men's State League One (1)

First Registration Period
Opens: Tuesday, 27th January 2009
Closes: Friday, 20th March, 5.00pm

Mid - Season Registration Period
Opens: Wednesday, 3rd June 2009
Closes: Wednesday, 24th June 2009, 5.00pm

Overseas Clearances (ITC - International Transfer Certificate)

An ITC is required for all players including players who are permanent residents or citizens of Australia whose last registration (current or otherwise) is held with an overseas club (Overseas Players).

Clubs wishing to register an Overseas Player must provide FFV with the following information in relation to such players via fax (03) 9474 1899, email ( registrations@footballfedvic.com.au ) or in hard copy:

(a) Name and Date of Birth
(b) Name and location of previous overseas club
(c) Previous overseas residential address
(d) Current Status (Amateur or Professional)
(e) Nationality and Citizenship Status with Australia
(f) Basic Visa Information – Name and Type
(g) Any other relevant documentation from the Overseas Player’s club, preferably in English (or translated), or any immigration advice.
(h) Additional paperwork required for players last registered in the United States of America and Croatia required by those National Associations details of which can be obtained from the FFV Registrations Department.

A Player must not be registered via the on-line SportNet Registration System until an ITC has been issued to FFV.

Once the information specified above has been forwarded to FFV, FFV will forward an International Clearance Request to FFA (Football Federation Australia) seeking the player’s release from the Overseas Club and/or International Association.

No Overseas Player may participate in any match, be it an FFV competition fixture or ‘friendly’ match until an International Transfer Certificate (ITC) has been received by FFV and the player has been registered in accordance with these Regulations.

Visa Players

This relates to Overseas Players other than permanent residents or citizens of Australia (Visa Players).

Please note that player limitations will apply (see below), depending on the status of the Club with whom the Visa Player wishes to register and/or the visa type which has allowed the individual to enter the country.

No Visa Player may take the field of play unless he or she has been registered in accordance with these requirements.

Note: the following information is subject to change without notice according to DIAC (Department of Immigration and Citizenship).

Visa Types & Quotas for all Levels of Competition
Men’s Premier League Clubs and Men’s State League 1 Clubs

Professional Visa Players permissible – a maximum of 4 Visa Players per Club who hold the following visa;
• #457 - Business Visa (Long Stay / Work Permitted) Form 1066 & Form 1196

Amateur Visa Players permissible – unlimited number of Players per Club who hold one of the following visas:
• #417 - Temporary Holiday Visa (No Work)
• #570 - Student Visa (No Work)


Business Visa #457 (Long Stay) Application and Information

To apply for a Business Visa #457 (Long Stay):

(i) The application can be made while the Player is offshore (out of Australia) or onshore (in Australia). However, if the application is made while onshore, the Player must hold a qualifying Visa to be in Australia.
(ii) The Player must complete Department of Immigration and Citizenship (DIAC) Form 1066 - Click Here for Form
(iii) The Player must have a chest x-ray, however in some cases a full medical examination may be required.
(iv) The Club (sponsor) must complete DIAC Form 1196 - Click Here for Form

(v) An original prescribed form NRR 05 – Professional Player Contract – Visa Player supplied by FFV must be lodged with FFV, signed by both the Club and Player. A photocopy of the Player’s passport, and a photocopy of Form 1066 and Form 1196 must also be lodged with FFV.
(vi) The Club must provide a financial statement for the last financial year (profit and loss) to DIAC.
(vii) A letter of support from the Club’s current coach must be provided to DIAC.
(viii) The Club (Sponsor) must provide evidence that the applicant can provide coaching and offer expertise to the grassroots participants of the game.
(ix) The Minimum employment period is one (1) year and the maximum employment period is 4 years. Also there must be a probation period for a minimum of three (3) months.
(x) The Club is deemed to be the sponsor and will be responsible for 100% of all food, housing and medical expenses of the Player.
(xi) The minimum wage must be $41,850 AUD per annum, plus 9% superannuation. All payments must be specified in the Professional Player Contract – Visa Player.

If applicable, an ITC must be requested and issued in accordance with the procedures above.

The Club (sponsor) must notify FFV and provide an approval number once the Visa has been granted.

At the end of the Contract, either through expiration or mutual termination, the Player must return home and the Club (sponsor) must inform DIAC and FFV in writing accordingly.
At the end of the contract period, the Player will be deemed a free agent and the club cannot seek compensation.

The Player cannot transfer to any other Club, whilst he is under Contract.

Provided the Club gives FFV prior written approval on each occasion a Visa Player may leave Australia and return multiple times during the Contract. 

Fees for Applying for a Visa
There are fees involved for applying for a Business Visa #457 (Long Stay/Work Permitted) payable to DIAC.

The fees are as follows;
